The old Registry of Vehicles (R.O.V.) had its HQ at Maxwell Road, where the customs house was. It was the place where they conducted driving tests. The testing circuit was around Maxwell Road, Chinatown and the vicinity which had a steep slopes. Now the testing circuit was in Queenstown estate.
