This is a close-up portrait of Mr. Goh Seng Kim, Vice-President of Singapore Telephone Board Employee's Co-operative Thrift and Loan Society Limited (1971) and later Vice-President of Telecoms Co-operative Thrift and Loan Society Limited for 13 years. He was Director of Telecommunications Authority of Singapore (1974-1977). He was awarded the Public Administration Medal (Bronze) in 1977. In recognition of his valuable contribution to the co-operative movement, he was conferred the Certificate of Honour by the SNCF in 1985. Title devised by Library staff.
