The centre is managed by the Jurong Water Sports Complex Pte. Ltd, which is largely a Japanese entity. One of the shareholders of the Jurong Water Sports Complex is Mitsukoshi Ltd., a Japanese department stores chain. Mitsukoshi owns the waterpark and when it opened on 20 April 1979, it was named the Mitsukoshi Garden after its owners.
