This is a head-and-shoulder portrait of Mr. Cheong Wing (张荣), Chairman of Kreta Ayer Citizens' Consultative Committee (1987-1997). He was the founding Chairman and Managing Director of Luen Wah Medical Company (1950-2003); President of Singapore Kwangtung Hui Kuan or 新加坡广东会馆 (1985-2003) and Chinese Theatre Circle (1990-1991); Vice-Chairman of National Kidney Foundation (1978-1984) and Kwong Wai Shiu Hospital; Council Member (1971-1997) and later Vice-President of Singapore Chinese Chamber of Commerce (Feb 1991-1993); Chairman of Telok Ayer Citizens' Consultative Committee (1985-1987) and Telok Ayer Hong Lim Community Centre Management Committee (1993); Member of Yeung Ching School Board Of Directors (1980), Nan Hua Secondary School Advisory Committee (1998-1999) and Yangzheng Primary School Advisory Committee (200-2001). He was conferred the Public Service Star (Bar) in 1990, and appointed as Justice of Peace in March 1994. Title devised by Library staff.
