This is a close-up portrait of Mr. Goh Seng Khim, President of Telecoms Co-operative Thrift and Loan Society Limited (1983). He was Vice-President (1967-1970) and later President of Postal and Telecommunications Co-operative Thrift and Loan Society (1971-1983); General Manager of Singapore Telephone Board (1972-1974) and later Telecommunications Authority of Singapore (1974-1986); and Board Member of Singapore Broadcasting Corporation (1980-1981). He was awarded the Public Administration Medal (Gold) in 1972 and the Meritorious Service Medal in 1984. In recognition of his valuable contribution to the co-operative movement, he was conferred the Rochdale Medal by the SNCF in 1986. Title devised by Library staff.
