This is a head-and-shoulder portrait of Lieutenant-Colonel Govinda Rasu, the fourth Chief of Artillery from 15 April 1980 to 30 September 1986. He became General Staff Officer of 22 Singapore Artillery Battalion (1972); Commanding Officer of the 21 Singapore Artillery Battalion (1976); Commanding Officer of the School of Artillery (1978-1980); Chief of Staff of the 3rd Singapore Division (October 1986); and Commandant of the Singapore Command and Staff College (1992).
