He was Seamen's Welfare Officer at the Ministry of Labour (1956-1962); Assistant Secretary and later Deputy Secretary at the Ministry for Foreign Affairs; Deputy Secretary at Ministry of Home Affairs (1971); Director of Security and Intelligence Division (Aug 1971); Ambassador to Egypt; First Permanent Secretary for Foreign Affairs (Feb 1979-Feb 1982); Executive Chairman of The Straits Times Press (1975) Ltd; Chairman of Hindu Endowments Board (May 1983-Apr 1988) and Hindu Advisory Board (Jan 1982-May 1983); High Commissioner to Malaysia (Apr 1988-1990); Ambassador to the United States (Jul 1990-Jun 1996); Ambassador-at-Large (1996-Aug 1999) and the sixth President of Singapore (Sep 1999-Aug 2011). He is Director of Institude of Defense and Strategic Studies at the Nanyang Technological University (Jun 1996-to date).
