Mr. Stephen Sim See Loy seated behind a desk. He was Chairman of the Committee on Labour-Management Cooperation of the National Productivity Council (Apr 1989); Managing Director of the Stephen Sim Management Consultants Private Limited; founding President of the Singapore Institute of Personnel Management (later Singapore Human Resources Institute in 1993) (1965); founding Chairman of the National Crime Prevention Council; Board Member of the National Productivity Board (1978-1981); Commissioner of Singapore to Hong Kong (1985-1988); and Member of the Public Service Commission (Mac 1980-Mac 1985). He worked for Shell Eastern Petroleum (Private) Limited for 31 years before he retire as Director (Personnel and Public Affairs) in 1985. He was a recipient of the Friend of Workers Award awarded by the United Workers of Petroleum Industry, and the Friend of Labour Award awarded by the National Trades Union Congress in 1981 and 1985 respectively.
