He is a former student at Pasir Panjang Primary School and Raffles Institution (1952-1957); Rhodes Scholar (1962); Senior Minister of State for National Development (Jun 1975-May 1978) and for Finance (Jun 1978-Feb 1979); People's Action Party Member of Parliament for River Valley (1972-1978); Member of the Board of Governors of Singapore Polytechnic (1967-1975) and Science Council of Singapore (1968-1975); Minister-in-charge of Singapore Polytechnic and Ngee Ann Technical College (Apr 1976-1978); Deputy Chairman of Singapore Manufacturers' Association (1972) and Singapore Institute of Standards and Industrial Research or SISIR (1973-1975); Chairman of Urban Renewal Authority (Apr 1974-Mar 1978); President of Singapore Island Country Club (Jan 1992-1994); Panel Judge (1982-1986) and Vice-President of Singapore National Olympic Council (Jun 1992-to date); and Patron of Singapore Swimming Association (1991-2005). He represented Singapore in water polo at the 1956 Olympic Games at Melbourne. He is awarded Public Service Star (1971), Public Service Star (Bar) (1985) and Meritorious Service Medal (1991) by the Singapore Government.
