This is a head-and-shoulder portrait of Mr. Abdul Halim bin Abdul Kader, Member of the Kampong Kembangan Citizens' Consultative Committee in 1973. He was President of the Taman Bacaan or Singapore Malay Youth Library Association (1979-to date) and the Singapore Sepak Takraw Federation (2000-to date); and Member of the National Crime Prevention Council. He was awarded the National Youth Service Award in 1980 and the Public Service Medal (PBM) in 1987. Title devised by Library staff.
