This photograph shows the site plan for the Anthony Garden Estate in Cairnhill. Covering an area of 24,427 sqm., it features the west, east and north elevations for existing Block 14. Designed by TSP Architects & Planners and built by HUDC, the 196 flats were targeted at middle-income families who aspire to own private properties, including senior civil servants and HUDC buyers. By June 1984, the flats were offered to the public for rent instead of sale due to current plunging property prices and that the HDB had paid a hefty sum for the site in early 1980s. Reception to the lease was poor and by 1987, the estate was almost deserted. In 1989, the HDB opened a public tender to sell the development lock stock and barrel to allow the redevelopment of the flats for private resale.
