This is a head-and-shoulder portrait of Mr. Harry Chan Keng Howe, a prominent civil servant and diplomat in Singapore. He joined Civil Service in 1950 and worked as Assistant Secretary in the Colonial Secretary's Office (1950-1955) and later moved to Ministry of Commerce and Industry (1955-1959). Later, he served as Assistant Secretary for Finance (1959), Acting Principal Secretary for Education; Secretary of the Public Service Commission (1961-1963) and Legal Service Commission (1962-1968); Acting Permanent Secretary for Foreign Affairs (1968); Ambassador to Cambodia (1969-1972), Egypt and concurrently accredited to Yugoslavia (1981-1984); High Commissioner to New Zealand (1974-1981), and India and concurrently accredited to Nepal, Bangladesh, Sri Lanka, the Maldives and Iran (1984-1988); President of NUS Society (1963-1964); Honorary Secretary-General for the Singapore Federation of Chambers of Commerce and Industry (1989); and Head of Research for the Chinese Chamber of Commerce and Industry (1989). He was among the first batch of graduates with Bachelor of Arts (Honours) from University of Malaya in 1950. Title devised by Library staff.
