This is a head and shoulders portrait of Mr. Er Kwong Wah, a trained mechanical engineer and Permanent Secretary for Education from 1987 to 1994. He served as Permanent Secretary for Community Development from 1994 to December 1997; succeeding Mr. James Koh Cher Siang.
