These Proceedings contain the invited talks and contributed papers presented at the Workshop "Perspectives on Nuclear Physics at Intermediate Energies". The main goal of the Workshop was to review recent developments and future perspectives in the study of the nucleus at intermediate energies with various kinds of probes, so as to obtain new information on nucleon, pion and quark degrees of freedom in nuclei as well as on hadronic matter under extreme conditions.
