In 1910, Cecil William Chase Parr was commissioned to make enquiry into the conditions of indentured labour in the Federated Malay States (F.M.S.), and submitted two reports on his findings, which covers various areas such as recruitment, contract, wages, health, task-work and repatriation. The first report, dated 13th July 1910, is divided into two sections, with section 1 on Javanese indentured labour and section 2 on Chinese indentured labour, and includes appendices A to L. The second report, dated 31st August 1910, is on Indian indentured labour, and includes appendices A to I. A third set of appendices (A to G) features a collection of labour contract forms in English and Chinese, as well as a chart on Chinese indentured labourers imported into F.M.S. from 1900 to 1909.
