In 1987, two important bills were introduced in Parliament, which aim to ensure representation of minority races in Parliament. The bills were debated, and referred to a Select Committee, which invited written representations from the members of the public. A sub-committee was then appointed to study these representations and to recommend which of the representors should be heard in oral evidence. This book is the report after the study done by the sub-committee.
