The young boy in the foreground is John Basten, son of Henry and Mildred Basten. Henry Basten was the chairman and general manager of the Singapore and Penang Harbour Board. Keppel House is located at 11 Keppel Hill and used to house senior officials of the Singapore Harbour Board.
