This photograph shows the plans and documents of the Kampong Bugis Development Guide Plan (DGP) used in a presentation. In 1989, Tay Kheng Soon led a team under the auspices of the Singapore Insitute of Architects to propose how the 72 hectares Kampong Bugis area should be redeveloped. In his DGP, Tay tested the Tropical City Concept by introducing ideas such as high-level shading, horizontal and vertical greening, and tax incentives to reward developers who adopted environmentally friendly building technologies and building design practices. Although Tay's proposed DGP was recongised by the planning authorities for being forward looking in 1991, it was deemed too radical to be implemented at the time.
