This photograph shows three Chinese men at an empty site. They are the taotai, a local government official, Police Chief Teh and Magistrate Lim. They are inspecting site of the future hospital at Pingchiang. The site is a piece of flat land with wild grass. A house behind a fence can be seen in the background. This was taken in 1912.
