This is a close-up of Mr. Chiang Chie Foo, Permanent Secretary for Education, who served from June 1999 to May 2004. Awarded the Colombo Plan Scholarship in 1975, he joined the Administrative Service and worked in the Ministry of Education until 1987. He became Director (Corporate Planning) at the Singapore Broadcasting Corporation (1990); Principal Private Secretary to the First Deputy Prime Minister (Feb 1990-Feb 1992); Senior Deputy Director (Feb 1992-Feb 1993) and later Director (Mar 1993-Mar 1997) of the Internal Security Department for Home Affairs; Second Permanent Secretary for Education (Apr 1997-Jun 1999); Permanent Secretary for Defence (Jul 2004-to date) and Prime Minister's Office (Dec 2005-to date); Board Member (Nov 1997-Dec 1999) and Chairman of the Telecommunication Authority of Singapore (Dec 1997-Dec 1999); Deputy Chairman (1999) and later Chairman (Jan 2000-Mac 2001) of the Public Utilities Board; Chairman of Energy Market Authority (Apr 2001-Mac 2009). He was awarded the Public Administration Medal (Gold) and Meritorious Service Medal in 1997 and 2007 respectively. Title devised by Library staff.
