This is a head-and-shoulders portrait of Dr. Arthur Beng Kian Lam, People's Action Party Member of Parliament for Fengshan (1984-1988) and Bedok GRC (1991-1996). He was Chairman of the National Cadet Corps Council (Aug 1987-to date); and Executive Chairman of the PCF Kindergarten Committee (1986-1996). He was conferred the Public Service Star in 2001 National Day Awards by the Government of Singapore. Title devised by Library staff.
