This is a picture of a policeman trying to subdue a student of Ngee Ann College involved in a strike at City Hall, in protest against the Thong Saw Pak Report. The report, released in early October 1966, recommended that the College be changed to a public institution offering diploma courses in engineering and commerce. However, the recommendations were perceived by student militants as an effort to destroy Chinese education. Eight policemen and three civilians were injured in the protest on 4 November 1966.
