This is a head-and-shoulder portrait of Mr. Sia Kah Hui (谢嘉惠, b.1923-d.2009), Minister of State for Labour from August 1970 to 1981. He was Principal of Dryburgh English School (1959-1960) and Presbyterian Boys' School (1961-1963); Vice-Chairman of Board of Governors of Trinity Theological College (1959); President of Singapore Teachers' Union (1962-1963) and Warren Golf Club (1978-1982); Parliamentary Secretary for Health (1963-Jan 1967) and Labour (Feb 1967-1970); Minister of State for Labour (Aug 1970-1981); Government Whip (1970-1975); and People's Action Party Member of Parliament for Upper Serangoon (Sep 1963-1980) and Paya Lebar (Dec 1980-1984).
