This is a head-and-shoulder portrait of Dr. Tay Eng Soon, Minister of State for Education (April 1981-September 1988), and Communications and Information (January 1985-February 1986). He was also Senior Minister of State for Education (September 1988-August 1993); People's Action Party Member of Parliament for River Valley (1980-1988) and Eunos GRC (1989-1993); Minister-in-charge of Ngee Ann Technical College, Singapore Polytechnic and the Vocational and Industrial Training Board (May 1981); Advisor to Union of Keppel Shipyard Employees of Singapore (1983); President of the Volleyball Association of Singapore (1982-1989) and the National Kidney Foundation (1986-1992). He was conferred the Public Service Medal by the Government of Singapore in 1978. His brother, Mr. Tay Kheng Soon, is Founder and Principal Partner of Akitek Tenggara, an architect firm.
