He was a student at Pearl's Hill School and Raffles Institution; Honorary Secretary of Useful Badminton Party (1937-1939); Chief Correspondent and office manager of United Press International (1947-1959); Chairman of Singapore Anti-Tuberculosis Association or SATA (1959-1961) and Singapore Broadcasting Corporation (1984-1985); Justice of the Peace (1966); Honorary Secretary (1949-1952) and later, President of Singapore Badminton Association (1955-1958); High Commissioner to Malaysia (1973-1980); Ambassador to Japan and the Republic of Korea (1980-1984); Chairman of Singapore Anti-Tuberculosis Association (1959-1961) and Singapore Broadcasting Corporation (1984-1985); the fourth President of Singapore (Aug 1985-Aug 1993); Chief Scout of Singapore (1985-1993); and Chancellor of National University of Singapore (1985-1993). He was awarded the Public Service Medal (1963), the Public Service Star (1973), and the Meritorious Service Medal (1979).
