He was Deputy Chairman of Public Service Commission (Dec 1959-Sep 1961, Jan 1962-Sep 1963); Deputy Chairman of People's Association (1968); Chairman of the Housing and Development Board (1960-1963), Public Utilities Board (Jan 1971-Sep 1978) and the Council of Presidential Advisors (1992-2004); Chairman (1979-Aug 1994) and later Senior Adviser of the Port of Singapore Authority (1994-2005); Executive Chairman (1988-2002) and later Senior Adviser of Singapore Press Holdings (2003-Dec 2005); and Managing Director of the Monetary Authority of Singapore (1981-1982). He also served as Minister for Finance (Aug 1965-Aug 1967), Interior and Defence (Aug 1967-Aug 1970), Education (Aug 1970-1972), the Environment (1972-Jun 1975, 1979-1981) and Communications (Aug 1975-1978); Member of the People's Action Party Central Executive Committee (1963-1980); and People's Action Party Member of Parliament for Cairnhill (1963-1980).
