This is a head-and-shoulder portrait of Mr. Cheam Kim Seang, Assistant Commissioner of the CID (1961), Deputy Commissioner (1966-1967), Acting Commissioner (1967-1969) and later Commissioner of Police in the Singapore Police Force from 1969 to July 1971; succeeding Mr. John Le Cain, who served from 1964 to 1967. He joined the Police Force as a constable in 1941 and was promoted to Assistant Superintendent (1951) and Superintendent (1958). He was awarded the Public Administration Medal (Silver) in 1963.
