This is a commentary text on the Planning Act 1998, which seeks to maintain the best features of the inherited legislation, but to update it to the needs of the next phase of the Republic's development. It contains some amendments which reflect changes in practice which have already been occurring; it contains other changes which reflect prevailing international practice, and it has others that are distinctively Singaporean in character. There are some significant amendments, including a strengthening of the provisions relating to conservation of historic buildings and areas; a new package of enforcement powers and a clarification of the development charge provisions.
