After World War 2, the inadequacy of pre-existing municipal law and of international law as applied in the British Commonwealth to meet the needs of a totally novel situation made it imperative to enact remedial measures by comprehensive retroactive legislation. An endeavour has been made to assess, in retrospect, the merits and demerits of such legislation in the light of experience gathered during more than a decade.
