Suppiah Dhanabalan, commonly known as S Dhanabalan (b. 1937), served as Minister across several portfolios, including Community Development, Culture, Foreign Affairs, National Development, and Trade and Industry. Beyond his government responsibilities, he held leadership positions in major government-linked corporations in finance, investment and transportation – sectors that have contributed significantly to Singapore's development. He also played a vital role in the Singapore Indian Development Association (SINDA), a self-help group dedicated to uplifting the Indian community.
Dhanabalan was born in Singapore and raised in a kampong in Paya Lebar. He studied at Rangoon Road Primary School and completed his secondary education in Victoria School. He received a teaching bursary from the Ministry of Education (MOE) and pursued a degree in economics at the University of Malaya. Although MOE requested him to switch to English Literature in his final year, he managed to continue with economics due to the timely intervention of then Finance Minister Goh Keng Swee. He graduated with a BA (Honours) degree in 1960 and joined the Ministry of Finance as Assistant Secretary. There, he helped draft the plan for the establishment of the Economic Development Board Corporation and became its first industrial economist when it was set up in 1961. After working there for about seven years, he was appointed Vice-President when the government established the Development Bank of Singapore (DBS) in 1968 to assist in Singapore’s economic development. He remained there for nearly a decade, advancing to the rank of Executive Vice-President.
It was while serving in DBS that Dhanabalan entered politics at the invitation of the ruling People's Action Party. Elected as Member of Parliament (MP) for the Kallang constituency in 1976, he served there until 1991 and, subsequently, as MP for the Toa Payoh Group Representation Constituency from 1991 to 1996. From 1980 to 1992, he served as Minister in various ministries. Dhanabalan resigned from the cabinet in September 1992, and later explained that it was because of his differences with the government over the arrest of 22 people, accused of being Marxist conspirators in 1987. However, in December 1992, at the request of Prime Minister Goh Chok Tong to stand in for the then Trade and Industry Minister, Lee Hsien Loong, who had fallen seriously ill, Dhanabalan did so until 1994. Later in 1996, he completely retired from politics. Recognising Dhanabalan's expertise in economics and banking, the government appointed him to several other leadership positions. He served as Chairman of the Government Singapore Investment Corporation, DBS, Singapore Airlines, and Temasek Holdings. He was also a member of the Council of Presidential Advisors (CPA) and a permanent member of the Presidential Council for Minority Rights. His service of over 18 years in CPA, from 2004 to 2022, advising three Presidents, was the longest anyone had served in the Council.
At SINDA, Dhanabalan succeeded founding President J Y Pillay in 1996 and served until 2002. During his tenure, he emphasised education as the key to the development of the Indian community in Singapore. Dhanabalan received many awards for his services, including the National Trades Union Congress's Friend of Labour Award (1979), Medal of Honour (1992), and the Order of Temasek (First Class) (2015), Singapore's highest public service award. Singapore's first Prime Minister, Lee Kuan Yew, revealed in 1988 that he had considered Dhanabalan as a prime ministerial candidate but concluded that Singaporeans were not yet ready for an ethnic Indian prime minister. Dhanabalan is remembered for his significant contributions to national development across the numerous portfolios he held.
