About NLB30 One-Time Fines Waiver and Complimentary Borrow-n-Deliver
In celebration of NLB30, NLB welcomes back our patrons to the libraries to rediscover and reconnect with our rich and diverse collections, resources, and services.
NLB is offering a one-time waiver of outstanding fines for library patrons who have fines incurred before 6 September 2025 and who borrow at least one item, physical or digital, by 31 December 2025. This is a special one-off exercise as part of NLB30.
For patrons with no outstanding fines incurred before 6 September 2025, NLB will also be offering one complimentary order of Borrow-n-Deliver service (worth S$8.72, inclusive of GST). From now till 31 December 2025, 300 complimentary order slots will be available weekly on a first-come first-served basis for eligible patrons. This will be an opportunity to enjoy the convenience of NLB’s delivery service, Borrow-n-Deliver, for free.
1. What is the NLB30 one-time fines waiver exercise?
As part of NLB's 30th anniversary celebrations, NLB is offering a one-time fines waiver for fines incurred before 6 September 2025. Simply borrow at least ONE (1) item by the end of the year, i.e. 31 December 2025, to enjoy the waiver and rediscover our library services.
2. Why is NLB waiving fines?
We understand that outstanding fines might have meant you could not borrow materials again till the fines are settled, and that may have kept some of you away from our libraries. With a waiver of the fines, you can have a fresh start to once again rediscover and enjoy all the wonderful resources and services our libraries have to offer.
3. How do I qualify for the NLB30 one-time fines waiver exercise?
All you need to do is simply borrow at least ONE (1) item between 6 September 2025 and 31 December 2025 from NLB (including The Little Book Box and Borrow-n-Deliver) or an eBook/eAudiobook/eMagazine through the NLB Catalogue (https://catalogue.nlb.gov.sg) or Mobile app. Renewal of items will not be considered a qualifying loan.

4. Who is eligible for the NLB30 one-time fines waiver?
Existing library patrons with no outstanding membership or registration charges prior to 6 September 2025 are eligible for the NLB30 one-time fines waiver.
5. What charges are eligible to be waived?
Outstanding fines incurred before 6 September 2025 (excluding registration and membership charges) are eligible to be waived if you are an eligible member who borrows at least ONE (1) item by 31 December 2025.
Outstanding The Little Book Box subscription fees, Borrow-n-Deliver charges, and facility and room booking fees are not eligible for waiver.
If you are holding on to overdue items, please return them by 14 September 2025 for these fines to be considered for waiver if you borrow at least ONE (1) item by 31 December 2025.
6. How can I tell if I have outstanding charges and when they were incurred?
You can check your outstanding charges and the date the charges were incurred on your online myLibrary account (login at https://signin.nlb.gov.sg) or on the NLB Mobile app.

7. I have overdue items but why are the overdue fines not reflected in my account?
Overdue fines are inserted only when an item is returned to the library.
8. I have returned my overdue item to the library after 6 September 2025. Will I be eligible for fines waiver?
Fines incurred from overdue items that have been returned to the library by
14 September 2025 are eligible to be considered for waiver. Please borrow at least ONE (1) item by 31 December 2025 to enjoy the waiver.
9. Why are outstanding charges still in my account?
Outstanding charges incurred prior to 6 September 2025 are waived only after you borrow at least ONE (1) item between 6 September 2025 and 31 December 2025. We will initiate the waiver after verifying your loan(s). This may take up to 3 weeks from the date of the loan(s).

10. Will I receive a refund if I had paid my outstanding charges?
All payments are final and there are no refunds. If you have no outstanding charges before 6 September 2025, you are eligible for ONE (1) complimentary order of Borrow-n-Deliver valued at $8.72 (GST-inclusive) from 6 September 2025 to 31 December 2025. Find out more about Borrow-n-Deliver here.

Charges incurred before 6 September 2025 are eligible for one-time fines waiver for existing individual library patrons. Overdue items returned by 14 September 2025 are also eligible to be considered for waiver. You will need to borrow at least ONE (1) item by 31 December 2025.
You may wish to wait for your eligible charges to be waived before proceeding to pay for the other charges. We will initiate the waiver after verifying your loan(s). This may take up to 3 weeks from the date of the loan(s).

12. Why am I unable to borrow any items?
Please approach our staff for assistance or email enquiry@nlb.gov.sg with your library membership number. We may need to verify some details, such as email addresses and other contact information.
13. Why am I not receiving any reminders for my unpaid library fines and fees?
Physical and digital reminders for unpaid library fines and fees will not be sent during this period. These reminders will resume after this special one-off exercise has concluded.

There are 300 complimentary orders available on a first-come, first-served basis each week from 6 September 2025 until 31 December 2025.
18. How do I redeem the NLB30 complimentary Borrow-n-Deliver?
You may redeem ONE (1) complimentary order of Borrow-n-Deliver valued at $8.72 (GST inclusive) at the Borrow-n-Deliver website (web browser only) or NLB Catalogue (https://catalogue.nlb.gov.sg).
There will be no payment charges and you will not be asked for credit/debit card details if you are successful in placing the complimentary Borrow-n-Deliver order.
Please follow these steps to redeem your complimentary order by 31 December 2025:

Due to high demand, successful orders may take up to 10 days (excluding weekends and public holidays) to reach your doorstep.
20. I received an email notification that my Borrow-n-Deliver order was unable to be fulfilled. Am I still eligible to place a new complimentary BnD order?
Yes, your complimentary Borrow-n-Deliver order quota will be reinstated the next day if the original complimentary order could not be fulfilled. Please place a new order by 31 December 2025, subject to the availability of complimentary orders.
21. Why am I unable to redeem a complimentary Borrow-n-Deliver order?
Complimentary Borrow-n-Deliver will be progressively allocated to all eligible library patrons between 6 September 2025 to 15 September 2025.
The Borrow-n-Deliver fee of $8.72 (GST-inclusive) is reflected on the payment page if all complimentary orders for the week have been fully redeemed. With 300 orders available every week, we welcome you to place your complimentary order in the subsequent weeks. You may utilise your ONE (1) complimentary order at any time until 31 December 2025.
